According to The Providence Journal, the city council is scheduled to meet Thursday to review the plan.

But Mayor Fontaine acknowledged that's just a formality.

The state-appointed budget commission will have the ultimate decision on what the city will spend.

The commission will also set the tax rate as the city tries to climb out of its current financial crisis.
